English4today has a team of experts that answer your grammar questions in their Questions and Answers section. You are required to register, but membership is free. You have access to the Question and Answers section, as well as tests and quizzes.

The Online Tutor For English website provides services at a fee. You can ask grammar questions which will be answered by a tutor in a live chat or a written response. Their average response time is five minutes but may be slightly longer if there are multiple students in the queue.

Grammarly

Of course this incredible grammar solution software is highly valuable even to native speakers and I know that all of the teachers at my international school use Grammarly when they are writing reports.

As well as highlighting the grammatical errors it will suggest grammatically correct options and give reasons why it is wrong, perfect for learning!

Quora

This popular forum has lots of questions related to grammar answered and once you register you are free to ask and answer away. Unfortunately, posters can often contradicts each other in their explanations and this can leave the searcher more confused than at the start.

That said, it is a useful starting point and can throw up some interesting view points.

A Native Speaker

I am including this one as some native speakers, usually teachers or older people who were taught actual grammar rules in school may be able to offer good explanations.

Younger people, however, who grew up with the internet, generally speaking were not taught grammar rules at school and may well struggle to tell you what an irregular verb was never mind the finer points of conditionals!

Your best bet of course would be an English teacher. If you do not have one you could be super cheeky and wander into a language school and ask your questions under the guise of being a prospective student.

Books

I have some fantastic books that cover all manner of grammar points and I often find they give more comprehensive answers than websites. Plus, I feel they have added credibility as they tend to be proof read, checked and be more reliable than online resources.

One of my favourite grammar books is: ‘Practical English Usage’ by Michael Swan and is a complete guide to English grammar covered in a logical topic by topic manner. It will be the only one you need!

Finally, at the risk of stating the obvious you could always visit your local library if you have one. They are fast becoming an unused resource but if you want a bit of quiet time to really focus on your grammar then they are the ideal spot.

The internet has allowed us to access many online sites where we can ask English grammar questions. Some are free, and others are paid. Some people prefer paid sites as they get quicker answers. Others are happy to use free sites where the response time varies.
